MYTHS & FACTS ON ALTERNATIVE TEXAS MOTOR VEHICLE REGISTRATION
1. "Title Only" Transactions
The new ID requirements specifically target registration (getting license plates and the right to drive on public roads). Dealers can still process a "Title Only" transfer for clients who do not meet the new ID standards.
The Catch: The vehicle cannot be legally driven in Texas until the owner can provide a REAL ID-compliant document or a foreign passport with a valid visa/I-94.
The Reality: This is often used for vehicles intended for export or for clients who plan to register the vehicle in another state that has more lenient requirements.
2. Leveraging the Business Exemption
Crucially, the new TxDMV rule does not apply to businesses, trusts, or leasing companies. * If a client has an established LLC or business entity, the registration is processed under the business name.
The Catch: The agent representing the business must still show a valid ID.
The Reality: The "legal presence" verification is focused on the entity rather than the individual's personal immigration status.
3. Issuing Temporary Permits
Certain temporary registrations—such as One-Trip permits or 30-day permits—are currently exempt from the enhanced ID requirements. Dealers are using these to allow customers to legally move the vehicle off the lot while they navigate the new hurdles or seek alternative registration options.
4. Navigating the "Acceptable ID" List
The list of acceptable documents for an individual registration has narrowed significantly. Beyond a Texas Driver's License, dealers are now looking for:
Foreign Passport PLUS a current Permanent Resident Card (Green Card).
Foreign Passport PLUS an unexpired immigrant visa.
Foreign Passport PLUS an I-94 (arrival/departure record) that does not show "Parole" status.
